Sharee Gordon knotting the score for the final time at 33-33 with 10:49 left before TCNJ reeled off 13 unanswered points.
Howard finished with game highs of 14 points and 10 rebounds to notch her third straight double-double while Williams knocked down three of six shots from beyond the arc to finish with 11 points, four rebounds and a team-high three assists.
Senior guard
ShaQuanna Marshall was held to a season-low four points while contributing four rebounds, a game-high three steals and a pair of assists while Gordon came off the bench for four points and seven rebounds in just 13 minutes.
Senior center Liz West and senior guard Colleen Duffy netted four points each to key the decisive TCNJ second-half run which gave the Lions a 46-33 lead with 6:08 remaining. The Raiders got no closer than nine points the rest of the way.
West paced TCNJ with 14 points and seven rebounds while junior guard Kylie O'Donnell added 10 points, five rebounds and three assists. Senior guard Kelly Roddy posted nine points and two assists for the Lions while Duffy finished with seven points, five rebounds, three assists and a pair of steals.
It was a tale of two halves as Rutgers-Newark limited the Lions to seven field goals on 22.6 per cent shooting in the opening period only to see TCNJ hold the Raiders to six field goals on 26.1 accuracy in the second.
The Raiders' scoring total was their lowest of the season as they lost their second straight decision in NJAC play. The Lions ran their win streak to nine games and set up a Wednesday night showdown at Montclair State (13-1, NJAC 7-0) for the league lead.
